Russell comes to Bayless Healthcare after working at the Maricopa County Urgent Psychiatric Care Center for the past 11 years. He is familiar with the Medicaid system and excels at handling challenging situations. Russell also served as an Army nurse, primarily in the Arizona National Guard, for 13 years.
Mr. Horning grew up in the last frontier, Alaska, which he attributes to his ability to see the bigger picture in life situations and for his love of nature. He earned his undergraduate nursing degree from East Carolina University and his Masters at Arizona State University. Russell is certified as a Family Psychiatric Nurse Practitioner and treats both children and adults.
At Bayless, Russell is responsible for developing streamlined, integrated, and appropriate access to care procedures for patients in need of psychiatric care. This involves development and support from the entire behavioral health team, primary care team, and patient services operations team. Russell is also responsible for the day to day leadership, utilization, and administrative oversight for the entire psychiatric program at Bayless Healthcare.
Russell is the father of two children, enjoys urban farming, and can frequently be found trail running around the state.< Return to All Providers
